Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions. 

Gov. Edwards announced appointments to the following boards and commissions:

State Civil Service Commission
The State Civil Service Commission is a seven-member body that has final authority over the administration of the State Civil Service system. The Commission serves as an impartial review board that enacts and adjudicates State Civil Service Rules to regulate state personnel activities, and hears appeals from state employees and agencies.

David L. Duplantier, of Covington, was reappointed to the State Civil Service Commission. Duplantier is a retired attorney. As required by statute, he was nominated by Loyola University New Orleans and will serve as the representative of the 1st Congressional District.

John G. McLure, of Woodworth, was reappointed to the State Civil Service Commission. McLure is a retired attorney. As required by statute, he was nominated by Louisiana College and will serve as the representative of the 5th Congressional District.

State Board of Architectural Examiners
The State Board of Architectural Examiners is responsible for granting licenses and regulating the practice of Architecture in the State of Louisiana.

Kevin J. Singh, of Ruston, was appointed to the State Board of Architectural Examiners. Singh is a registered architect and Associate Professor of Architecture at Louisiana Tech University. As required by statute, he will serve as an architect employed full time in architectural education.

Louisiana Housing Corporation
The Louisiana Housing Corporationassures that every Louisiana resident is granted an opportunity to obtain safe, affordable, and energy efficient housing.

Willie Rack, of Franklin, was reappointed to the Louisiana Housing Corporation. Rack is a retired law enforcement officer and a former board member of the St. Mary Community Action Committee Association, Inc. He will serve as the representative of the 3rd Congressional District.

Lloyd S. “Buddy” Spillers, of Ferriday, was reappointed to the Louisiana Housing Corporation. Mr. Spillers is retired. He formerly served as the President and CEO of Macon Ridge Community Development. He will serve as the representative of the 5th Congressional District.

Life Safety and Property Protection Education Board
The Louisiana Life Safety and Property Protection Education Board serves to create initial and continuing education requirements for individuals licensed to perform Life Safety and Property Protection contracting.

Francois J. Camenzuli, of Metairie, was appointed to the Life Safety and Property Protection Education Board. Camenzuli is a Superintendent with Otis Elevator Company and will serve as a representative of the elevator industry.

Louisiana Developmental Disabilities Council
The Louisiana Developmental Disability Council’s mission is to lead and promote advocacy, capacity building, and systemic change to improve the quality of life for individuals with developmental disabilities and their families.

April D. Dunn, of Baton Rouge, was reappointed to the Louisiana Developmental Disabilities Council. Dunn is a coordinator with the Governor’s Office of Disability Affairs.

State Licensing Board for Contractors
The purpose of the State Licensing Board for Contractors is the protection of the health, safety, and general welfare of citizens dealing with persons engaged in the contracting vocation, and affording citizens an effective and practical protection against incompetent, inexperienced, unlawful, and fraudulent acts of contractors with whom they contract. The Board also monitors construction projects to ensure compliance with the statutory and regulatory licensure requirements.

Brian J. Bordelon, of Sunshine, was appointed to the State Licensing Board for Contractors. Bordelon is the President of Triad Electric & Controls and a veteran of the United States Marine Corps. As required by statute, he was nominated by Associated Builders and Contractors.

Bertrand A. Wilson, of New Orleans, was appointed to the State Licensing Board for Contractors. Wilson is the President of Asphalt Operations at Barriere Construction Co., LLC. As required by statute, he was nominated by Associated Builders and Contractors.

John K. Kelly Grand Bayou Reservoir District
The John K. Kelly Grand Bayou Reservoir District was established to develop the wealth and natural resources of the district by the conservation of soil and water for agricultural, recreational, commercial, industrial, and sanitary purposes. The district is composed of the area comprising all of Red River Parish. Commissioners of the district are statutorily required to be qualified electors of Red River Parish residing within and owning property within the district.

N. Thomas Jones, of Coushatta, was appointed to the John K. Kelly Grand Bayou Reservoir District. Jones is the owner and Chief Executive Officer of Tom Jones Consulting, LLC. and is a veteran of the United States Air Force.

Antony D. Thomas, of Hall Summit, was reappointed to the John K. Kelly Grand Bayou Reservoir District. Thomas works in inside sales with Motion Industry.

Anita S. Hinds, of Coushatta, was reappointed to the John K. Kelly Grand Bayou Reservoir District. Hinds is the office manager of Alexander Industrial Maintenance.

Louisiana State Board of Massage Therapy
The Louisiana Board of Massage Therapy is responsible for the licensure, registration, investigation, and regulation of persons practicing as massage therapists within the state. The board may establish continuing education requirements for massage therapists.

Antoinette V. Joseph, of Lafayette, was reappointed to the Louisiana Board of Massage Therapy. Joseph is a massage instructor and licensed massage therapist at Blue Cliff College. As required by statute, she was nominated by professional massage therapy and bodywork associations and will serve as a licensed massage therapist on the board.

James E. Steele, of Greenwell Springs, was reappointed to the Louisiana Board of Massage Therapy. Mr. Steele is an investigator for the East Baton Rouge District Attorney. As required by statute, he was nominated by professional massage therapy and bodywork associations and will serve as a consumer member on the board.

Jeanne I. “Bunny” Angers, of Lafayette, was reappointed to the Louisiana Board of Massage Therapy. Angers is the associate director of academic affairs for Unitech Training Academy. As required by statute, she was nominated by professional massage therapy and bodywork associations and will serve as a licensed massage therapist on the board.

Sallye A. Raymond, of Old Jefferson, was appointed to the Louisiana Board of Massage Therapy. Raymond is an adjunct professor at Delgado Community College and will serve as a licensed massage therapist on the board.

M. Leslie Davis, of Baton Rouge, was appointed to the Louisiana Board of Massage Therapy. Davis is retired. As required by statute, she was nominated by professional massage therapy and bodywork associations and will serve as a consumer member.

Louisiana State Board of Nursing
The Louisiana State Board of Nursing is responsible for safeguarding the life and health of Louisiana residents through the regulation of persons practicing or offering to practice as registered nurses. The board also establishes minimum curriculum requirements and approves nursing schools.

Jamie L. Wiggins, R.N., of New Orleans, was appointed to the Louisiana State Board of Nursing. Wiggins is a Senior Vice President and the Chief Nursing Officer at Children’s Hospital. As required by statute, he was nominated by the Louisiana State Nurses Association and will serve as a nursing service administrator on the board.

Ann K. Carruth, DNS, of Hammond, was appointed to the Louisiana State Board of Nursing. Carruth is the Dean of the College of Nursing and Health Sciences at Southeastern Louisiana University. As required by statute, she was nominated by the Louisiana State Nurses Association and will serve as a representative of other areas of nursing.

Louisiana State Board of Dentistry
The mission of the Louisiana State Board of Dentistry is to protect the public by regulating the professions of dentistry and dental hygiene in Louisiana in accordance with the Dental Practice Act.

Jeetendra S. Patel, D.D.S., of Monroe, was appointed to the Louisiana State Board of Dentistry. Patel is a dentist and the owner of Affordable Dentures. As required by statute, he was nominated by and will serve as a representative of the 4th Dental Board District.

Jay C. Dumas, D.D.S., of New Orleans, was appointed to the Louisiana State Board of Dentistry. Dumas is a dentist and the owner of Dumas Family Dentistry.

Law Enforcement Executive Management Institute
The Law Enforcement Executive Management Institute promotes the public peace by establishing training programs for municipal chiefs of police to provide management courses and skills to enhance the safety of the citizens of Louisiana and the enforcement of state laws.

James E. “Spike” Harris, of Jonesboro, was reappointed to the Law Enforcement Executive Management Institute. Harris is the Police Chief of the Town of Jonesboro. As required by statute, he was nominated by the Louisiana Association of Chiefs of Police.

Michael P. Kazerooni, of Kentwood, was appointed to the Law Enforcement Executive Management Institute. Kazerooni is the Police Chief of the Town of Kentwood. As required by statute, he was nominated by the Louisiana Association of Chiefs of Police.

State Board of Examiners of Interior Designers
The State Board of Examiners of Interior Designers is charged with protecting the public health, safety, and welfare of the people of the state by prohibiting the practice of “interior design” by nonlicensed persons, establishing rules and criteria for licensing, and prescribing penalties for violations.

Michelle M. Verdigets, of Metairie, was appointed to the State Board of Examiners of Interior Designers. Verdigets is a registered interior designer and the sole proprietor of MVM Interiors.

Water Resources Commission
The Water Resources Commission is responsible for working with the Commissioner of Conservation to prevent waste of ground water resources and to prevent or alleviate damaging or potentially damaging subsidence of the land surface caused by withdrawal of ground water.

Lindsay K. Gouedy, of Choudrant, was reappointed to the Water Resources Commission. Gouedy is an environmental education consultant. As required by statute, she was nominated by and will serve as the representative of the Sparta Groundwater Conservation District.

Frederick C. Zaunbrecher, of Duson, was reappointed to the Water Resources Commission. Zaunbrecher is a self-employed farmer and will serve as a member who resides in an area underlain by the Chicot Aquifer.

Governor's Advisory Commission on Coastal Protection, Restoration, and Conservation
The mission of the Governor’s Advisory Commission on Coastal Protection, Restoration, and Conservation is to assist the State of Louisiana in the development and implementation of a holistic engineering plan to achieve a sustainable coastal ecosystem, encompassing the entirety of Louisiana’s fragile coast.

Lauren E. Averill, of New Orleans, was appointed to the Governor’s Advisory Commission on Coastal Protection, Restoration, and Conservation. Averill is a registered civil engineer and the Coastal Management Director for Jefferson Parish.

St. Tammany Levee, Drainage, and Conservation District
The board may establish flood control, adequate drainage relating to tidal or riverine flooding, and water resources development including the construction of reservoirs, diversion canals, gravity and pump drainage systems, erosion control measures, and marsh management. The board may construct and maintain drainage works of all types related to tidewater flooding, hurricane protection, conservation, and saltwater intrusion, either in cooperation with one or more parishes, municipalities, levee districts, drainage districts, or other special districts within its jurisdiction, or upon its own undertaking.

Stephen W. Price, of Slidell, was appointed to the St. Tammany Levee, Drainage, and Conservation District. Price is a client manager with PD, LLC. As required by statute, he was nominated by the St. Tammany Parish President and Council.
