Governor Jindal Announces Capital Outlay Funding for the Capital Region

BATON ROUGE – Today, Governor Bobby Jindal announced the capital construction proposal for the next fiscal year (FY 2015), which includes millions in funding for projects in the Capital Region. The proposal was submitted last week to the Legislature in the form of House Bill 2 and includes several key investments in higher education and infrastructure projects. 

Governor Jindal said, “These investments will build on our work to improve learning environments, make our roads safer for families, and make Louisiana more attractive to companies who want to expand or invest in our state.”

Higher Education investments in the Capital Region include:
  • $12.5 million for the Patrick F. Taylor Hall/Engineering Building renovations and expansion at LSU in East Baton Rouge Parish, with an additional $2 million in new Priority 5 funding for a total investment of $14.5 million;
  • $8.4 million for the design and construction of the Water Conference and Education Center in East Baton Rouge Parish, with an additional $5 million in new Priority 5 funding for a total investment of $13.4 million;
  • $7.5 million for an Automotive Training Facility for the Louisiana Community and Technical College System in East Baton Rouge Parish;
  • $3.325 million for the French House renovations and acquisition at LSU in East Baton Rouge Parish;
  • $2.5 million for the Nicholson Gateway infrastructure improvements for LSU in East Baton Rouge Parish;
  • $1 million for an imaging center and high tech research instrumentation equipment for Pennington Biomedical Research Center in East Baton Rouge Parish;
  • $750,000 to provide localized boilers and replace the chilled water loop at Southern University in East Baton Rouge Parish, with an additional $1 million in new Priority 5 funding for a total investment of $1.75 million;
Infrastructure investments in the Capital Region include:
  • $2.3 million for the Gonzales GO Program for the LA Hwy 30 corridor in Ascension Parish;
  • $2 million for the evaluation of the regional freeway system expansion in East and West Baton Rouge Parishes (BUMP), with an additional $1.5 million in new Priority 5 funding for a total investment of $3.5 million;
  • $2 million for LA 70/22 from I-10 to the Sunshine Bridge in Ascension and St. James Parishes, with an additional $2 million in new Priority 5 funding for a total investment of $4 million;
  • $1.65 million in new Priority 5 funding for the Westbank Connector in Ascension, Iberville, and West Baton Rouge Parishes;
  • $1.5 million for improvements to LA 3034 in East Baton Rouge Parish, with an additional $10.8 million in new Priority 5 funding for a total investment of $12.3 million;
  • $800,000 for improvements on LA 3038 in Ascension Parish;
  • $560,000 for the St. Landry/Edenborne connector road in Ascension Parish, with an additional $6.04 million in new Priority 5 funding for a total investment of $6.6 million;
  • $535,000 for the Burnet Road Bridge replacement in West Feliciana Parish;
  • $500,000 for the Baton Rouge Metro Airport for an airport aviation business park in East Baton Rouge Parish;
  • $500,000 for the Pointe Coupee Parish Port capital improvements in Pointe Coupee Parish;
  • $400,000 for the widening of Juban Road in Livingston Parish.
Additional Investments in the Capital Region:
  • $2.85 million to renovate the State Police Training Academy in East Baton Rouge Parish;
  • $2.56 million for the Tunica Hills State Preservation Area acquisition, planning, and construction in West Feliciana Parish;
  • $1.39 million for the Julius Freyhan Cultural/Conference Center in West Feliciana Parish;
  • $1.2 million for the False River Ecosystem Restoration Project in Pointe Coupee Parish;

The Division of Administration’s Office of Facility Planning and Control annually prepares the capital outlay bill, submitting it to the Legislature on the eighth day of the legislative session.
