Gov. Jindal Announces Capital Outlay Funding for Southwest Louisiana

BATON ROUGE – Today, Governor Bobby Jindal announced the capital construction proposal for the next fiscal year (FY 2014), which includes millions in funding for projects in Southwest Louisiana. The proposal was submitted Monday to the Legislature in the form of House Bill 2 and includes several investments in higher education projects. Since 2008, the Jindal administration has supported more than $700 million in critical higher education infrastructure investments across the state, including more than $225 million for Louisiana Community and Technical College campuses.

Key projects include $23.358 million in Priority 2 and Priority 5 funding for planning and construction of the Health/ Human Performance Education Complex at McNeese State University, $6.5 million for renovations to the Morgan Smith Campus in Jefferson Davis Parish, $9.53 million for a wastewater treatment plant in Calcasieu Parish, and $20 million for improvements to the Cove Lane Interchange in Calcasieu.

Governor Jindal said, “These investments in Southwest Louisiana continue our commitment to higher education, and they will help improve the region’s infrastructure. By investing in our universities and in infrastructure projects, we are showing our commitment to moving Louisiana forward so that our state is the best place in the country to live, work and raise a family.”

Higher Education Investments for Southwest Louisiana include:
  • $500,000 for renovations to Louisiana Technical College at the SOWELA Morgan Smith Campus in Jefferson Davis Parish, with $6 million in Priority 5 funding for a total investment of $6.5 million;
  • $3 million for renovations of the Shearman Fine Arts Building at McNeese State University in Calcasieu Parish;
  • $2.5 million for planning and construction for the Health/ Human Performance Education Complex at McNeese State University in Calcasieu Parish, with $20.8 million in Priority 5 funding for a total investment of $23.38 million;
  • $2 million for Frazar Memorial Library renovation and repairs at McNeese State University in Calcasieu Parish;
  • $1.67 million for the replacement of science laboratory equipment at Louisiana State University, Eunice in Acadia Parish;
  • $2.85 million in Priority 5 funding for planning and construction of Fletcher Hall exterior repairs at University of Louisiana Lafayette;
  • $1 million for ADA upgrades at McNeese State University in Calcasieu Parish;
  • $900,000 for renovations to Alpha Hall at McNeese State University in Calcasieu Parish.
Water and Sewer Infrastructure for Southwest Louisiana include: 
  • $1 million for planning and construction for wastewater treatment plant B/C Force Main Segment No. 2 in Calcasieu Parish, with $8.53 million in Priority 5 funding for a total investment of $9.53 million;
  • $3 million for planning and construction for Gravity Sewer trunk mains and pumping stations at South Ward 3 and South Ward 4 in Calcasieu Parish, with $5.9 million in Priority 5 funding for a total investment of $8.9 million;
  • $1 million for planning and construction for infrastructure improvements for economic development in Calcasieu Parish, with $6 million in Priority 5 funding for a total investment of $7 million;
  • $375,000 for planning and construction for water system improvements in Beauregard Parish, with $1.1 million in Priority 5 funding for a total investment of $1.48 million;
  • $1 million for planning and construction for wastewater and city infrastructure flood damages in Lafayette Parish;
  • $425,000 for planning and construction for a new water well in the City of Westlake in Calcasieu Parish;
  • $375,000 for Water and sewer line installation along the Apollo Road Extension in Lafayette Parish;
  • $350,000 for planning and construction of sewer system upgrades in the Area D Tributary in Iberia Parish.
Additional Investments for Southwest Louisiana include:
  • $20 million in Priority 5 funding for planning, construction and improvements to the Cove Lane Interchange in Calcasieu Parish;
  • $2 million for planning and construction for the Apollo Road Extension, Rue Du Belier and Dulles Drive Intersection to Old Spanish Trail and Apollo Road Intersection in Lafayette Parish, with $10 million in Priority 5 funding for a total investment of $12 million;
  • $835,000 for planning and construction for the Regional Consolidated Jail Facility in Jefferson Davis Parish, with $9.165 million in Priority 5 funding for a total investment of $10 million;
  • $5.95 million in Priority 5 funding for Kaliste Saloom widening in Lafayette Parish;
  • $350,000 for planning and construction for the New Air Cargo Facility in Calcasieu Parish, with $2.75 million in Priority 5 funding for a total investment of $3 million;
  • $2.8 million for planning and construction for a Community Center in Youngsville in Lafayette Parish;
  • $260,000 for planning and construction for the New Aviation Hangar and Ground Support Equipment Facility in Calcasieu Parish, with $1.825 million in Priority 5 funding for a total investment of $2.085 million;
  • $1.5 million for planning and construction for Community Center Phase 2, Event Center in Calcasieu Parish;
  • $1.5 million for planning and construction for a LA 182 three-lane project in the City of Broussard in Lafayette Parish;
  • $1.305 million for land acquisition and rehabilitation of an existing bulkhead in Calcasieu Parish;
  • $1.125 million for improvements to Ellis and Linda Drive in the City of Westlake in Calcasieu Parish;
  • $1 million for the relocation of railroad tracks along Sallier Street in Calcasieu Parish;
  • $500,000 for planning and construction of the New Administration Building at the Port of Lake Charles in Calcasieu Parish;
  • $500,000 for land acquisition for Progress Point Business Park and Airport Gateway in Iberia Parish;
  • $500,000 for planning and construction to reconstruct South Bernard Road from LA Highway 182 to US Highway 90 in Lafayette Parish;
  • $400,000 for renovations to the Lake Charles Boston Stadium in Calcasieu Parish;
  • $250,000 for the dredging of Berth 8 at City Docks in Calcasieu Parish.
The Division of Administration’s Office of Facility Planning and Control annually prepares the capital outlay bill, submitting it to the Legislature on the eighth day of the legislative session.
