Governor Bobby Jindal Announces Appointments to the Board of Commissioners of the Southeast Louisiana Flood Protection Authorities

BATON ROUGE – Today, Governor Bobby Jindal announced appointments to the Board of Commissioners of the Southeast Louisiana Flood Protection Authority-West Bank (SLFPA-W) and the Southeast Louisiana Flood Protection Authority-East (SLFPA-E). 
 
The Board of Commissioners of the Southeast Louisiana Flood Protection Authority-West Bank serves to coordinate regional flood protection by exercising authority over the West Jefferson Levee District and the Algiers Levee District.  The Board of Commissioners of the Southeast Louisiana Flood Protection Authority-East serves to coordinate regional flood protection by exercising authority over the East Jefferson, Lake Borgne Basin, Orleans, St. Tammany, and Tangipahoa Levee Districts.
 
According to the statute, the SLFPA-W board is comprised of seven gubernatorial appointments, subject to senate approval, of whom two must reside in Jefferson Parish on the west side of the Mississippi River, two must reside in Orleans Parish on the west side of the Mississippi River, and three must reside outside of Jefferson and Orleans parishes. Under specified conditions, appointments are generally selected from nominations submitted by a nominating committee made of more than a dozen community activists established in the statute includes the following:
  • Three members, each being either an engineer or a professional in a related field, such as  geotechnical, hydrological, or environmental science.  One of the three members must be a civil engineer, and one must be a geologist; 
  • Three professionals in a discipline other than those previously identified, who shall at a minimum hold a baccalaureate degree from an accredited institution of higher learning with a minimum of ten years of experience each; and 
  • One member who shall be an engineer or a professional in a related field, such as geotechnical, hydrological, or environmental science or a professional in a discipline other than those previously identified, who shall at a minimum hold a baccalaureate degree from an accredited institution of higher learning with a minimum of ten years of experience each in that discipline.  
According to the statute, the SLFPA-E board is comprised of nine gubernatorial appointments, subject to Senate confirmation. There must be at least, and not more than, one member from each parish within the territorial jurisdiction of the authority and the remaining members may reside outside of the district. Under specified conditions, appointments are generally selected from nominations submitted by a nominating committee made of more than a dozen community activists established in statute and including the following:
  • Five members who shall either be an engineer or a professional in a related field, such as geotechnical, hydrological, or environmental science. One of the five members must be a civil engineer;
  • Two professionals in a discipline other than those previously identified, with at least ten years of professional experience in that discipline; and 
  • Two at-large members.
Appointments to the Southeast Louisiana Flood Protection Authorities:
 
Paul Dauphin, of Harvey, is the President of Pierre Principle Communications.  Dauphin was nominated for reappointment to the SLFPA-W board by the nominating committee to serve as a professional in another field, who holds a baccalaureate degree from an accredited institution of higher learning, with at least ten years of professional experience in that discipline who resides in Jefferson Parish, as required by statute.
 
Michael Merritt, of Raleigh, NC, is the President of Baton Rouge-based GEM Consulting LTD.  Merritt was nominated for reappointment to the SLFPA-W board by the nominating committee to serve as an engineer or a professional in a related field, such as geotechnical, hydrological, or environmental science and resides outside of Jefferson and Orleans parishes, as required by statute. 
 
Lambert "Joe" Hassinger Jr., of New Orleans, is an attorney with the law firm Galloway Johnson, Tompkins, Burr & Smith.  Hassinger was chairman of the Non-Flood Protection Asset Management Authority.  Hassinger will be appointed to serve on the SLFPA-E board as an at-large member residing in Orleans Parish and selected from nominations submitted by the nominating committee, as required by statute.
 
Jefferson Angers, of Baton Rouge, is President of the Center for Coastal Conservation and the former Executive Director/CEO of the Coastal Conservation Association of Louisiana.  Angers will be appointed to serve on the SLFPA-E board as a professional in a discipline other than an engineer or a professional in a related field, such as geotechnical, hydrological, or environmental science, with at least ten years of professional experience in that discipline, residing outside the of the district and selected by the governor, as required by statute.  In the case of this appointment, Angers was selected by the Governor, as required by statute, because the nominating committee did not submit a nominee within 90 days after the occurrence of the vacancy, in accordance with R.S. 38:330.1: (c).
 
Kelly McHugh, of Madisonville, is President of Kelly McHugh and Associates, a civil engineering and land surveying firm.  McHugh will be appointed to serve on the SLFPA-E board as an engineer or a professional in a related field, such as geotechnical, hydrological, or environmental science, residing in St. Tammany Parish, and selected from nominations submitted by the nominating committee, as required by statute.
