Strategic Prevention Framework

In 2004, Louisiana was awarded $11.75 million to implement the Strategic Prevention Framework State Incentive Grant (SPF-SIG) known as "The Governor's Initiative to Build a Healthy Louisiana". This multi-year project was awarded through the Substance Abuse and Mental Health Services Admininstration's (SAMHSA) Center for Substance Abuse Prevention (CSAP).  Since the completion of the SPF-SIG, Louisiana continues to support the Strategic Prevention Framework through the work of the Drug Policy Board and its member agencies.
The goals of the Strategic Prevention Framework are to: 
  • Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking;
  • Reduce substance abuse-related problems in communities; and  
  • Build prevention capacity and infrastructure at the state/tribal and community levels.

The Strategic Prevention Framework requires states and communities to systematically:

  • Asses prevention needs based on epidemiological data;
  • Build state and community prevention system capacity;
  • Develop comprehensive state and community strategic plans;
  • Implement evidence-based prevention programs, policies and practices and infrastructure development activities, and
