Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.
Board of Barber Examiners
The Board of Barber Examiners provides for the issuance of certificates of registration to barbers. Additionally, the Board serves to protect the health and welfare of the general public from those communicable diseases related to the barber industry.
Cory W. Dawsey, of Ruston, was appointed to the Board of Barber Examiners. Dawsey is a master barber and the owner of Patterson’s Barber Shop. As required by statute, he was nominated by the Louisiana State Association of Barbers, Cosmetologists and Allied Industries and will serve as the representative of the 5thPublic Service Commission District.
Tobacco Settlement Financing Corporation
The Tobacco Settlement Financing Corporation was established to employ financing techniques to eliminate risks as to a portion of the monies to be received as a result of the master tobacco settlement agreement.
William C. “Bubba” Rasberry Jr., of Shreveport, was reappointed to the Tobacco Settlement Financing Corporation. Rasberry is the owner of Crestview Woods, LLP, and will serve as the representative of the 4th Congressional District.
State Licensing Board for Contractors
The purpose of the State Licensing Board for Contractors is the protection of the health, safety, and general welfare of citizens dealing with persons engaged in the contracting vocation, and affording citizens an effective and practical protection against incompetent, inexperienced, unlawful, and fraudulent acts of contractors with whom they contract. The Board also monitors construction projects to ensure compliance with the statutory and regulatory licensure requirements.
Elliott L. Temple, of Baton Rouge, was appointed to the State Licensing Board for Contractors. Temple is a licensed contractor and the chief operating officer of Harmony Center, Inc. As required by statute, he was nominated by the NAACP.
Fifth Louisiana Levee District
The Fifth Louisiana Levee District is responsible for the maintenance of 355 miles of levee, providing Rights of Entry to the USACE for flood control projects, and examining all permit request for construction of structures, roadways, pipelines, etc., on or near the levee system.
John D. Frith, of Lake Providence, was reappointed to the Fifth Louisiana Levee District. Frith is the owner of Frith Farms Partnership. As required by statute, he was nominated by a legislator representing East Carroll Parish and will serve as a representative of East Carroll Parish.
Jack Patton Mabray Jr., of Newellton, was reappointed to the Fifth Louisiana Levee District. Mabray is the owner of Pat Mabray Farms. As required by statute, he was nominated by a legislator representing Tensas Parish and will serve as a representative of Tensas Parish.
Barry L. Maxwell, of Ferriday, was reappointed to the Fifth Louisiana Levee District. Before retiring, Maxwell served as an ag-loan officer at Britton & Koontz First National Bank for seventeen years. As required by statute, he was nominated by a legislator representing Concordia Parish and will serve as a representative of Concordia Parish.
Reynold S. Minsky, of Lake Providence, was reappointed to the Fifth Louisiana Levee District. Minsky is the president of Minsky Pecan Market Inc. As required by statute, he was nominated by a legislator representing East Carroll Parish and will serve as a representative of East Carroll Parish.
Patient's Compensation Fund Oversight Board
The purpose of the Patient's Compensation Fund Oversight Board is to guarantee that affordable medical malpractice coverage is available to all Louisiana private healthcare providers and to provide a certain, stable source of compensation for legitimate injured parties of medical malpractice.
Robert E. Ruel III, of River Ridge, was appointed to the Patient’s Compensation Fund Oversight Board. Ruel is a producer at Alliance Insurance Agency. As required by statute, he was nominated by the Principal Insurance Agents Organizations in the state, and he will serve as a representative of licensed property and casualty insurance producer.
St. Tammany Levee, Drainage, and Conservation District
The board may establish flood control, adequate drainage relating to tidal or riverine flooding, and water resources development including the construction of reservoirs, diversion canals, gravity and pump drainage systems, erosion control measures, and marsh management. The board may construct and maintain drainage works of all types related to tidewater flooding, hurricane protection, conservation, and saltwater intrusion, either in cooperation with one or more parishes, municipalities, levee districts, drainage districts, or other special districts within its jurisdiction, or upon its own undertaking.
Suzanne M. Krieger, of Slidell, was appointed to the St. Tammany Levee, Drainage, and Conservation District. Krieger is retired. She previously served as a member of the Louisiana State House of Representatives representing District 76. As required by statute, she was nominated by the St. Tammany Parish legislative delegation.
Louisiana Real Estate Commission
The Louisiana Real Estate Commission regulates the mode and manner by which the affairs and business of real estate are conducted throughout the state.
Rodney D. Greenup Sr., of New Orleans, was appointed to the Louisiana Real Estate Commission. Greenup is a licensed real estate broker and an associate broker at Greenup & Associates, LLC. He will serve as an at large member of the commission.
Parish Boards of Election Supervisors
The purpose of the board in each parish is to oversee and supervise all elections within the parish to ensure the safety and accuracy of the democratic process. The Board of Election Supervisors oversees the preparation and conducting of each election in the parish. Each parish’s board is composed of the parish’s registrar of voters, the parish’s clerk of court, the chairman of the parish executive committee of each recognized political party, and one member appointed by the governor.
Stephanie A. Boyte, of Oak Grove, was appointed to the West Carroll Parish Board of Election Supervisors. Boyte is the Chief Deputy of the West Carroll Registrar of Voters.
Ronnie L. Broughton, of Minden, was reappointed to the Webster Parish Board of Election Supervisors. Broughton is a retired real estate agent and a veteran of the Louisiana National Guard.
Timothy D. Turner, of Newellton, was appointed to the Tensas Parish Board of Election Supervisors. Turner is the Mayor of Newellton and a veteran of the United States Army.
Betty D. Waldron, of Haynesville, was reappointed to the Claiborne Parish Board of Election Supervisors. Waldron is a retired educator and principal with the Claiborne Parish School Board.
Sylvester R. Lavigne, of Plaquemine, was reappointed to the Iberville Parish Board of Election Supervisors. Lavigne is retired from the Iberville Parish Sheriff’s Office and the Iberville Parish School Board.
Imperial Calcasieu Human Services Authority
The Imperial Calcasieu Human Services Authority provides behavioral health and development disability services to the residents of Allen, Beauregard, Calcasieu, Jefferson Davis and Cameron parishes.
Gordon Propst, of Lake Charles, was reappointed to the Imperial Calcasieu Human Services Authority. Propst is an admistrator at Robinswood School, a licensed nursing facility administrator, and a veteran of the United Stated Army. As required by statute, he will serve as a parent, consumer, or advocate in the field of mental health.
Bunches Bend Protection District
The Bunches Bend Protection District’s purpose is repairing, improving and maintaining the Wilson Point Levee System in the Bunches Bend area.
David C. Oswalt, of Lake Providence, was reappointed to the Bunches Bend Protection District. Oswalt is a self-employed farmer.
Thomas A. “Tap” Parker, of Lake Providence, was reappointed to the Bunches Bend Protection District. Parker is the owner of Parker Farms Partnership.
Louisiana Naval War Memorial Commission
The Louisiana Naval War Memorial Commission, created within the Department of Culture, Recreation, and Tourism, has control over the destroyer USS KIDD and other property acquired for use as a permanent public Naval and Marine Corps Memorial.
Lane E. Drake, of Walker, was reappointed to the Louisiana Naval War Memorial Commission. Drake works for the Louisiana Department of Agriculture and Forestry and is a veteran of the United States Navy.
Hans J. Sternberg, of Baton Rouge, was reappointed to the Louisiana Naval War Memorial Commission. Sternberg is the chairman of Highflyer Human Resources, LLC, and a veteran of the United States Navy.
Larry A. Muenzler, of Baton Rouge, was appointed to the Louisiana Naval War Memorial Commission. Muenzler is retired realtor and a veteran of the United States Navy.
Michael D. Vicari, of Walker, was reappointed to the Louisiana Naval War Memorial Commission. Vicari is an investigator for the East Baton Rouge District Attorney’s Office and a veteran and current member of the Louisiana Army National Guard.
Grand Isle Port Commission
The Grand Isle Port Commission is responsible for the port and economic development of Grand Isle.
Terrill J. Pizani, of Grand Isle, was reappointed to the Grand Isle Port Commission. He is a commercial fisherman and licensed United States Merchant Marine Officer. As required by statute, he was nominated by the mayor and council members of Grand Isle.
Louisiana Developmental Disabilities Council
The Louisiana Developmental Disability Council’s mission is to lead and promote advocacy, capacity building, and systemic change to improve the quality of life for individuals with developmental disabilities and their families.
Roslyn M. Hymel, of Jefferson, was reappointed to the Louisiana Developmental Disabilities Council. Hymel is a cook with Centerplate and will serve as a representative for individuals with developmental disabilities.
Louisiana Economic Development Corporation
The board of directors is responsible for governing the Louisiana Economic Development Corporation, which serves as the single review board for all financial assistance loans, incentives or inducements, customized workforce training, investment programs, and any related appropriations, grants, or joint ventures administered by the Department of Economic Development, excluding those financial incentive programs administered by the state Board of Commerce and Industry or programs only authorized by the Secretary, the Governor, and/or the Joint Legislative Committee on the Budget.
Charles E. Jackson III, of West Monroe, was appointed to the Louisiana Economic Development Corporation. Jackson is the owner of Family Interests/Occasional Consulting and a licensed Certified Public Accountant. As required by statute, he was nominated by the Louisiana Society of Certified Public Accountants.
Ernest N. Morial-New Orleans Exhibition Hall Authority
The Board of Directors of the Ernest N. Morial-New Orleans Exhibition Hall Authority serves to plan, finance, construct, and manage the convention and exhibition center in the City of New Orleans.
Darren G. Mire, of New Orleans, was appointed to the Board of Directors of the Ernest N. Morial-New Orleans Exhibition Hall Authority. Mire is the Director of Assessment Valuations at the Orleans Parish Assessor’s Office and will serve as a representative for the resident of the legislative district in which the Morial Convention Center is located. As required by statute, he was nominated by the Senator representing Senate District 5 and the Representative representing House District 93.
