 Gov. Edwards Announces Boards and Commissions Appointments 

BATON ROUGE — Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions. 

Drug Policy Board
The Drug Policy Board is responsible for identifying, examining, selecting, or developing, and recommending or implementing drug control policies to more effectively combat illegal drug and alcohol abuse. The board evaluates how anti-drug monies are used in implementing related programs. It also identifies and evaluates the effectiveness of public awareness and drug prevention programs.

Remy V. Starns of Metairie has been appointed to the Drug Policy Board. Starns is currently on the Board of Supervisors of Louisiana State University and was recently named Louisiana State’s Public Defender by the Louisiana Public Defender Board. Starns will represent the Indigent Defender System.

State Police Commission
The State Police Commission was created by constitutional amendment to provide an independent civil service system for all regularly commissioned full-time law enforcement officers employed by the Department of Public Safety and Corrections, Office of State Police, or its successor, who are graduates of the State Police training academy of instruction and are vested with full state police powers, as provided by law, and persons to become such offices. The mission of the Administration program is to provide a separate merit system for the commissioned officers of Louisiana State Police. In accomplishing this mission, the program administers entry-level cadet examinations and promotional examinations, processes personnel actions, issue certificates of eligibles, schedule appeal hearings and pay hearings.

Chief Harold Pierite Sr. of Moreauville has been re-appointed to the State Police Commission. Pierite is currently the Chief of Police for the Tunica Biloxi Tribe of Louisiana and will represent the 5th Congressional District. Pierite was nominated by Loyola University.

State Mineral and Energy Board
The State Mineral and Energy Board is responsible for leasing state lands for mineral exploration and development. The board reviews existing mineral leases for proper maintenance, development, and operations; reviews payments pursuant to state leases; and documents agreements affecting state leases, including unitization, compromise, consent letters, and assignments.

Willie J. Young Sr. of Homer has been appointed to the State Mineral and Energy Board. Young is currently a Police Juror for the city of Homer and will serve at-large.

Broadband for Everyone in Louisiana Commission
The State of Louisiana’s Broadband for Everyone in Louisiana (BEL) Commission will serve as lead facilitator in collaborating with all sectors of Louisiana embracing all communities to encourage broadband adoption and availability and use of all technologies that can deploy, operate, and maintain high levels of broadband service. The delivery of resources and programs to unserved and underserved areas of the state will have a customer centric approach that should be open, transparent, and complement regional priorities.

Sarah Olcott Allen of Baton Rouge has been appointed to the Broadband for Everyone in Louisiana Commission. Allen is the Regional Director of Governmental Affairs for Cox Communications and will represent the Internet and Television Association.

William R. Altimus of Bossier City has been appointed to the Broadband for Everyone in Louisiana Commission. Altimus is the Administrator for the Bossier Parish Police Jury and will represent the Louisiana Police Jury Association.

Monique B. Boulet of Lafayette has been appointed to the Broadband for Everyone in Louisiana Commission. Boulet is the Chief Executive Officer at Acadiana Planning Commission and will serve at-large.

Janet S. Britton of Gonzales has been appointed to the Broadband for Everyone in Louisiana Commission. Britton is the Staff Attorney at the Louisiana Public Service Commission and will represent the Louisiana Telecommunications Association.

April Brumfield of Irving, Texas has been appointed to the Broadband for Everyone in Louisiana Commission. Brumfield is the Director of Governmental Affairs at Verizon and will represent the Cellular Telecommunications and Internet Association.

Brandon M. Frey of Baton Rouge has been appointed to the Broadband for Everyone in Louisiana Commission. Frey is the Executive Secretary for the Louisiana Public Service Commission and will represent the Louisiana Public Service Commission.

Jody R. Montelaro of Baton Rouge has been appointed to the Broadband for Everyone in Louisiana Commission. Montelaro is the Vice President of Public Affairs for Entergy and will represent electric utility companies doing business in Louisiana.

Melissa H. Mann of Baton Rouge has been appointed to the Broadband for Everyone in Louisiana Commission. Mann is the Vice President of Governmental Affairs and Public Policy for CenturyLink and will serve at-large.

Mayor Jennifer L. Vidrine of Ville Platte has been appointed to the Broadband for Everyone in Louisiana Commission. Vidrine will represent the Louisiana Municipal Association.

State Licensing Board for Contractors
The purpose of the State Licensing Board of Contractors is the protection of the health, safety, and general welfare of citizens dealing with persons engaged in the contracting vocation, and affording citizens an effective and practical protection against incompetent, inexperienced, unlawful, and fraudulent acts of contractors with whom they contract. The Board also monitors construction projects to ensure compliance with the statutory and regulatory licensure requirements.

Danny R. Graham of Ruston has been appointed to the State Licensing Board for Contractors. Graham was nominated by the Louisiana Associated General Contractors and will represent the 5th Congressional District.

August R. Gallo, Jr. of New Orleans has been appointed to the State Licensing Board for Contractors. Gallo will represent the 1st Congressional District.

Courtney A. Fenet, Jr. of Lake Charles has been appointed to the State Licensing Board for Contractors. Fenet was nominated by the Louisiana Asphalt Pavement Association.

Garland G. Meredith of West Monroe has been appointed to the State Licensing Board for Contractors. Meredith was nominated by the Louisiana Council of National Electrical Contractors Association.

Louisiana Commission on HIV, AIDS, and Hepatitis C Education, Prevention, and Treatment
The commission researches and reviews all the state regulations, guidelines, policies, and procedures relative to the prevention of Hepatitis C, HIV infection, and AIDS and makes recommendations to the governor, the Department of Health and Hospitals and the legislature.
