Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions. 

Advisory Commission for Louisiana’s Energy, Environment and Restoration

The mission of the Advisory Commission for Louisiana’s Energy, Environment and Restoration is to support programs designed to demonstrate to the general public the importance of the Louisiana oil and natural gas exploration, production, and service industry; encourage the wise and efficient use of energy; promote environmentally sound production methods and technologies; develop existing supplies of Louisiana's oil and natural gas resources; support research and educational activities concerning the oil and gas exploration and production industry; cause remediation of historical oilfield environmental problems; and to have such other authority as provided by law.

Dean J. Deslatte of Plaquemine has been appointed to the Advisory Commission for Louisiana’s Energy, Environment and Restoration. Deslatte is the environmental and petroleum land manager at A. Wilbert’s Sons, LLC. Deslatte was nominated by the Louisiana Landowners Association Board of Directors.

Gregory W. Stutes of Lafayette has been appointed to the Advisory Commission for Louisiana’s Energy, Environment and Restoration. Stutes is an engineer at Completion Specialists. Stutes was nominated by the Louisiana Oil and Gas Association Board of Directors.

Lori E. LeBlanc of Thibodaux has been appointed to the Advisory Commission for Louisiana’s Energy, Environment and Restoration. LeBlanc is the vice president of the Louisiana Mid-Continent Oil and Gas Association. LeBlanc was nominated by the Louisiana Mid-Continent Oil and Gas Association Board of Directors.

Louisiana International Deep Water Transfer Terminal Authority

The Louisiana International Deep Water Gulf Transfer Terminal (LIGTT) was developed and created as a major post-Hurricane Katrina economic recovery project through Act 699 during the 2008 Legislative Session. The project, through the Authority, is authorized to issue revenue bonds and notes providing a unique opportunity for project developers.

Jennifer L. Marusak of Marrero has been appointed to the Louisiana International Deep Water Transfer Terminal Authority. Marusak is the executive director of and was nominated by the Ports Association of Louisiana.

Louisiana Board of Examiners for Speech-Language Pathology and Audiology

The Louisiana Board of Examiners for Speech-Language Pathology and Audiology, created by the legislature, provides regulatory authority over persons offering speech-language pathology and audiology services to the public in order to safeguard the public health, safety, and welfare, to protect the public from incompetent, unscrupulous, and unauthorized persons, and from unprofessional conduct by speech-language pathologists and audiologists, and speech-language pathology assistants.

Jerrilyn T. Frasier of Ruston has been reappointed to the Louisiana Board of Examiners for Speech-Language Pathology and Audiology. Frasier is the owner of Advanced Audiology & Hearing Aids LLC and will serve the board as an audiologist.

Erica A. Chatelain of Benton has been reappointed to the Louisiana Board of Examiners for Speech-Language Pathology and Audiology. Chatelain is a speech-language pathologist and autism coordinator at the Bossier Parish School System. Chatelain will serve as a member working in a school setting.

Glenn Michael Waguespack of Shreveport has been reappointed to the Louisiana Board of Examiners for Speech-Language Pathology and Audiology. Waguespack is a clinical audiologist at the Highland Clinic and will serve as a practicing audiologist.

Daphne Y. Washington of Grambling has been appointed to the Louisiana Board of Examiners for Speech-Language Pathology and Audiology. Washington is a speech-language pathologist and professional in residence at Louisiana Tech University. Washington will serve the board as a practicing speech-language pathologist.

South Lafourche Levee District

The South Lafourche Levee District’s mission is to provide, within its district, the highest possible level of protection from flooding due to high tides, heavy rain falls, tropical storms, and hurricanes for the safety and well-being of the community of South Lafourche.

Brett M. DeRoche of Galliano has been appointed to the South Lafourche Levee District. DeRoche is the dredging purchasing manager at Crosby Dredging and was nominated by Representative Joseph Orgeron, House District 54.

South Tangipahoa Parish Port Commission

The South Tangipahoa Parish Port Commission serves as the official governing authority for Port Manchac, an inter-modal facility that serves manufacturing and distribution clients throughout the Gulf South.

Tina L. Roper of Hammond has been appointed to the South Tangipahoa Parish Port Commission. Roper is the director of workforce development at Geaux Jobs. Roper will represent the Tangipahoa Economic Development Foundation.

Capital Area Groundwater Conservation District

The mission of the Capital Area Ground Water Conservation District is to provide for the efficient administration, conservation, orderly development, and supplementation of groundwater resources in the parishes of East Baton Rouge, East Feliciana, Pointe Coupee, West Baton Rouge and West Feliciana. The board develops, promotes, and implements management strategies to provide for the conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources over which it has jurisdictional authority.

Rachael Y. Lambert P.E. of St. Francisville has been appointed to the Capital Area Groundwater Conservation District. Lambert is the chief development engineer at the city/parish of Baton Rouge. Lambert was nominated by the mayor-president of East Baton Rouge Parish. Lambert will serve as registered professional engineer.

Louisiana State Board of Medical Examiners Physician Assistants Advisory Committee

The duties and purpose of the Physician Assistant Advisory Committee shall be to advise the Louisiana State Board of Medical Examiners on all matters specifically dealing with licensing or disciplining of physician assistants or the drafting and promulgating of regulations related to physician assistants. The advisory committee shall also review and make recommendations to the board on applications for licensure as physician assistants.

Varsha L. Castro-Gusman of Gretna has been appointed to the Louisiana State Board of Medical Examiners Physician Assistants Advisory Committee. Castro-Gusman is the founding director of the Physician Assistant Program at Xavier University of Louisiana. Castro-Gusman was nominated by the Louisiana Academy of Physician Assistants.

Krystle Danielle Chase Circello of Livonia has been appointed to the Louisiana State Board of Medical Examiners Physician Assistants Advisory Committee. Chase Circello is a physician assistant at Arbor Family Health. Chase Circello was nominated by the Louisiana Academy of Physician Assistants and practices in a parish or municipality with a population of less than 20,000 people.

Patient’s Compensation Fund Oversight Board

The Patient’s Compensation Fund is an off-budget unit of the state which is 100 percent self-funded and not pooled in the general fund. The Fund was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. It basically plays the role of an “excess insurer” of private healthcare providers. The law allows a provider to have financial responsibility for the first $100,000 of exposure per claim whether through insurance or security deposit and enroll in the Fund for the excess coverage and be under an umbrella of the cap on damages. The vast majority of health care providers are enrolled in the Patient’s Compensation Fund and pay surcharges for the coverage and protection provided. The Patient’s Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private health care providers.

Robert R. Newsome M.D. of LaPlace has been appointed to the Patient’s Compensation Fund Oversight Board. Newsome is a radiologist at the Baton Rouge Radiology Group. Newsome will represent the class of health care providers contributing the greatest percentage of the fund’s aggregate surcharges.

State Plumbing Board

The State Plumbing Board is responsible for protecting all persons who use and rely upon plumbing and medical gas piping systems for personal or commercial needs, and for affording protection against incompetent, inexperienced, or unlawful acts by persons who perform work on plumbing and medical gas piping systems. The board qualifies and examines applicants for plumbers' licenses and serves, licenses, and enforces the law.

Michael L. Joiner of Shreveport has been appointed to the State Plumbing Board. Joiner is a journeyman plumber with Shreveport Pipe Trades.

Tensas Basin Levee District

The Tensas Basin Levee District provides flood protection for a large portion of Southeast Arkansas and Northeast Louisiana. The district serves to construct, operate, and maintain flood control structures including 434 miles of levee, 361 miles of flood control channels, 135 floodgates, 7 storm water pumping stations, and 15 dams (weirs).

Antwain P. Downs of Bastrop has been appointed to the Tensas Basin Levee District. Downs is a self-employed farmer, a member of the Morehouse Black Farmers & Landowners Association, Inc. and a supervisor in the Soil &Water Conservation District Parish of Morehouse. Downs will represent Morehouse Parish.

Louisiana Board of Chiropractic Examiners

The Louisiana Board of Chiropractic Examiners serves to license and regulate chiropractors in the state of Louisiana.

Michael N. Traxler of Monroe has been appointed to the Louisiana Board of Chiropractic Examiners. Traxler is a chiropractor and the owner of Traxler Healthcare.
