BATON ROUGE — Today, Gov. John Bel Edwards announced his appointments to the following Louisiana boards and commissions.

Louisiana Behavior Analyst Board

The Louisiana Behavior Analyst Board provides for the licensure, certification and registration of individuals practicing ABA in the state of Louisiana.

Rebecca L. Mandal-Blasio of Mandeville has been appointed to the Louisiana Behavior Analyst Board.  Ms. Mandal-Blasio is senior clinical director of Learn Behavioral LLC, Autism Spectrum Therapies.  She will serve as a behavior analyst nominated by the Louisiana Behavior Analysis Association.

Courtney B. Wright of New Orleans has been appointed to the Louisiana Behavior Analyst Board.  Ms. Wright works with Children’s Autism Center, LLC.  She will serve as a behavior analyst nominated by the Louisiana Behavior Analysis Association.

Commission on Law Enforcement and Administration of Criminal Justice 

The Louisiana Commission on Law Enforcement and Administration of Criminal Justice serves to improve the operations of the criminal justice and juvenile justice system and promote public safety by providing progressive leadership and coordination within the criminal justice community.

The Honorable Billy Joe Harrington of Natchitoches has been appointed to the Commission on Law Enforcement and Administration of Criminal Justice.  Mr. Harrington is district attorney in the 10th Judicial District of Louisiana.  He will serve as a district attorney.

Board of Supervisors of Community and Technical Colleges

The Board of Supervisors of Community and Technical Colleges severs as the management board for Louisiana’s public two-year institutions. Their mission is to improve the quality of life of the state’s citizens through education programs offered through their colleges.

Jennifer Ann Lee of Hammond has been appointed to the Board of Supervisors of Community and Technical Colleges.  Ms. Lee is an attorney with Chehardy Sherman Williams.  She will serve at large.

Louisiana Board of Drug and Device Distributors

The Louisiana Board of Drug and Device Distributors issues licenses for and regulates the distribution of legend drugs and legend devices by distributors within and into the state of Louisiana in order to safeguard life and health and to promote the public welfare.

Cindy G. Luton of Covington has been appointed to the Louisiana Board of Drug and Device Distributors.  Ms. Luton is a paralegal with Walker Daly, LLP.  She will serve as a consumer member.

Louisiana Educational Television Authority (LETA)

The Louisiana Educational Television Authority (LETA) provides a vital communications network for the people of Louisiana. It provides information during times of emergencies such as
hurricanes and most recently, floods. In addition, LETA distributes public television
programming and educational content across the state. To do this, LETA maintains a complex
infrastructure of fiber optics, satellite, broadcast and internet.

David M. Tatman of Baton Rouge has been appointed to the Louisiana Educational Television Authority (LETA).  Mr. Tatman is president of the East Baton Rouge Parish School Board. He is also president of the Tatman Group, LLC. He will represent the Louisiana School Boards Association. 

Parish Boards of Election Supervisors

The purpose of the board in each parish is to oversee and supervise all elections within the parish to ensure the safety and accuracy of the democratic process. The Board of Election Supervisors oversees the preparation and conducting of each election in the parish. Each parish’s board is composed of the parish’s registrar of voters, the parish’s clerk of court, the chairman of the parish executive committee of each recognized political party, and one member appointed by the governor.

Catherine L. Cartwright of Vidalia has been appointed to the Parish Boards of Election Supervisors.  Ms. Cartwright is retired from the Concordia Bank.  She will represent Concordia Parish.

Louisiana Lottery Corporation Board of Directors

The Louisiana Lottery Corporation approves the operating budget and the terms of major procurements, serves as a board of appeal regarding retailer contracts and adopts administrative rules in accordance with the Administrative Procedure Act necessary for the operations of the corporation.

Thomas E. Brumfield of Amite has been appointed to the Louisiana Lottery Corporation.  Mr. Brumfield is a retired businessman.  He will serve at large. 

Licensed Professional Counselors Board of Examiners

The Licensed Professional Counselors Board of Examiners is responsible for the regulation of Provisional Licensed Professional Counselors or PLPCs (formerly Counselor Interns), Provisional Licensed Marriage and Family Therapists or PLMFTs (formerly MFT Interns), Licensed Professional Counselors or LPCs, and Licensed Marriage and Family Therapists or LMFTs.

Laura J. Fazio-Griffith, Ph.D. of Baton Rouge was reappointed to the Louisiana Licensed Professional Counselors Board of Examiners. Fazio-Griffith is a licensed professional counselor and associate professor of counseling at Southeastern Louisiana University. She was nominated by the Louisiana Counseling Association and will serve as a counselor educator.

Amanda E. Johns, Ph.D. of New Orleans was appointed to the Louisiana Licensed Professional Counselors Board of Examiners.  Johns is an assistant professor with Nicholls State University.  She will serve as an educator who is a licensed professional counselor and whose function is the training of mental health counselors in accredited programs.

Roy A. Salgado Jr., Ph.D., of New Orleans, was reappointed to the Louisiana Licensed Professional Counselors Board of Examiners. Salgado is a licensed professional counselor supervisor and licensed marriage and family therapist supervisor. He is a professor of counselor education and supervision at the University of Holy Cross. He was nominated by the Louisiana Counseling Association and will serve as a counselor educator.

Liquefied Petroleum Gas Commission

The Louisiana Liquefied Petroleum Gas Commission’s mission is to promulgate and enforce rules that allow for the safest possible distribution, handling, and usage of liquefied petroleum gases and anhydrous ammonia, necessary for the protection, safety, and security of the public. The commission accomplishes this through inspections of storage facilities and equipment, as well as examination of personnel engaged in the industry.

Ricky Lee Cleveland of Alexandria has been appointed to the Liquefied Petroleum Gas Commission.   Mr. Cleveland is president of RLC Trucking, LLC.  He will represent the Liquefied Petroleum Gas Dealers.

Louisiana State Board of Medical Examiners

The mission of the Louisiana State Board of Medical Examiners is to protect and improve the health, safety, and welfare of the citizens of Louisiana through licensing, regulation, research, and discipline of physicians and allied health professionals in a manner that protects the rights and privileges of the licensees.

Rita Y. Horton, M.D., of Benton, was reappointed to the Louisiana State Board of Medical Examiners. Horton is chairman of the Department of Psychiatry at Louisiana State University Health Sciences Center (LSUHSC) School of Medicine in Shreveport. She will serve as a representative of LSUHSC at Shreveport.

Governor’s Council on Physical Fitness and Sports

The Governor's Council on Physical Fitness and Sports (GCPFS) plays a vital role in the promotion of physical activity and wellness throughout the state of Louisiana.  The mandated function of the Council is to protect, promote and improve the physical fitness of the residents of the State. GCPFS is comprised of fifteen representatives from across the state appointed by the governor and are representative of physicians, pediatricians, coaches, Physical therapists, athletic trainers, athletes, educators, and such persons or professions interested in the physical fitness of the citizens of Louisiana. The Council’s vision is that the state and its communities embrace and support a culture that promotes physical activity and physical and health education.

Robert W. Boudreaux of Broussard has been reappointed to the Governor’s Council on Physical Fitness and Sports. Boudreaux is a state office administrator for the Knights of Columbus. He will serve as a person interested in the physical fitness of the citizens of Louisiana.

John B. Boyer of Gretna has been reappointed to the Governor’s Council on Physical Fitness and Sports. Boyer is a retired USA Track and Field Certified Official. He will serve as a coach and athlete.

Pamela Gail Carey of Atlanta has been reappointed to the Governor’s Council on Physical Fitness and Sports. Carey is the Sports and Recreation Consultant and GUMBO coordinator for Families Helping Families. She will serve as a coach and educator.

Joseph N. “Joey” Odom of Lake Charles has been reappointed to the Governor’s Council on Physical Fitness and Sports. Odom is the Manager at Sports Productions. He will serve as a person interested in the physical fitness of the citizens of Louisiana.

South Tangipahoa Parish Port Commission

Daryl A. Ferrara, of Hammond has been reappointed to the South Tangipahoa Parish Port Commission. Ferrara is a vice president with Whitney Bank. He was nominated by the Senator representing Senate District 6, Patrick McMath. 

William F. Joubert of Hammond has been reappointed to the South Tangipahoa Parish Port Commission. Joubert is the director of the Louisiana Small Business Development Center at Southeastern Louisiana University. He was nominated by the Senator representing District 11, Bodi White.

J. William Sims of Hammond has been appointed to the South Tangipahoa Parish Port Commission.  Mr. Sims is in sales with Qualtrics and a former vice president with Jani-King Gulf Coast. He was nominated by the Hammond Chamber of Commerce.
