BATON ROUGE, La. – Today, Gov. John Bel Edwards announced his appointments to the following Louisiana boards and commissions.
Lake Charles Harbor and Terminal District Board of Commissioners
The Port of the Lake Charles Harbor and Terminal District and the Board of Commissioners offer reliable shipping with proven historical performance—and are prepared for future growth. More than $108 billion in industrial projects have been recently completed, underway or announced on and around the Port and Calcasieu Ship Channel areas because of their capabilities and capacity.
Mary J. Bayles of Sulphur was appointed to the Lake Charles Harbor and Terminal District Board of Commissioners. Ms. Bayles is the city planner and airport manager for the City of DeQuincy. She will represent position G, which is nominated by the legislators in the district.
Law Enforcement Officers and Firemen's Survivor Benefit Review Board
Created within the Department of Justice, the Law Enforcement Officers and Firemen's Survivor Benefit Review Board will hear and decide by unanimous vote all claims for survivor benefits.
Lt. Lorre Claiborne of Gonzales was appointed to the Law Enforcement Officers and Firemen's Survivor Benefit Review Board. Lt. Claiborne is a member of the State Fire Marshal’s Office. She will serve as an active P.O.S.T. certified peace officer.
Louisiana Motor Vehicle Commission
The Louisiana Motor Vehicle Commission is responsible for regulating and licensing motor vehicle manufacturers, distributors, dealers and lessor who do business in Louisiana. It is responsible for maintaining the economy, public interests and public welfare as respect to motor vehicles.
Charles R. Henderson of Welsh was appointed to the Louisiana Motor Vehicle Commission. Mr. Henderson is president of Henderson Family Enterprise. He will represent the 7th motor vehicle district as a member primarily engaged in recreational and marine product sales.
Amite River Basin Drainage and Water Conservation District
The Amite River Basin Drainage and Water Conservation District serves as a multi-parish authority to mitigate flood damage in the Amite River Basin. The Commission works to accomplish flood control measures by facilitating cooperation between federal, state and local governing bodies to foster floodplain management, maintaining and operating structures built under the auspices of the Commission, and coordinating river management within the Basin.
Mr. Lionel L. Bailey Sr. of Gramercy was appointed to the Amite River Basin Drainage and Water Conservation District. Mr. Bailey is the public works manager for St. John the Baptist Parish. He will serve as an engineer.
Ms. Brin Ferlito of Baton Rouge was appointed to the Amite River Basin Drainage and Water Conservation District. Ms. Ferlito is a partner with Vectura Consulting Services, LLC. She will serve as an engineer.
Ms. LeAnn R. Fitch of Baton Rouge was appointed to the Amite River Basin Drainage and Water Conservation District. Ms. Fitch is the water resource lead with Duplantis Design Group, PC. She will serve as an engineer.
Mr. Jack H. Harris of Prairieville was appointed to the Amite River Basin Drainage and Water Conservation District. Mr. Harris is president of VIP International. He will serve at large.
Mr. Gary M. O’Neal Jr. of Walker was appointed to the Amite River Basin Drainage and Water Conservation District. Mr. O’Neal is market leader of grants for CH Fenstermaker & Associates. He will serve as an engineer.
Mr. Joseph C. Shelton of Baton Rouge was appointed to the Amite River Basin Drainage and Water Conservation District. Mr. Shelton is the owner of Capital Group Developers & Construction, LLC. He will serve as an engineer.
Louisiana Emergency Response Network (LERN)
The Louisiana Emergency Response Network (LERN) serves to defend the public health, safety and welfare by protecting the people of the State of Louisiana against unnecessary deaths and morbidity due to trauma and time-sensitive illness.
Mr. David G. Marcus of Kentwood was appointed to the Louisiana Emergency Response Network (LERN). Mr. Marcus is EMS director of operations for Northshore EMS, LLC. He will represents the Louisiana Association of Registered EMT and the Nationally Registered Emergency Medical Technicians (LANREMT).
Board of Regents
The Louisiana Board of Regents serves as the state’s leading force for talent development through quality, affordable postsecondary education for all.
Mr. David J. Aubrey of St. Gabriel was appointed to the Louisiana Board of Regents. Mr. Aubrey is a regional vice president with AT&T Louisiana. He will serve at-large.
Mr. Christian C. Creed of Monroe was appointed to the Louisiana Board of Regents. Mr. Creed is an attorney with the law firm of Creed & Creed. He will represent the 5th congressional district.
Mr. Blake R. David of Lafayette was reappointed to the Louisiana Board of Regents. Mr. David is an attorney with Broussard & David LLC. He will represent the 3rd congressional district.
Mr. Wilbert D. Pryor of Shreveport was reappointed to the Louisiana Board of Regents. Mr. Pryor is the chief deputy district attorney for Caddo Parish. He will represent the 4th congressional district.
Mr. T. Jay Seale III of Hammond was reappointed to the Louisiana Board of Regents. Mr. Seale is a business lawyer with Seale & Ross, APLC. He will represent the 1st congressional district.
Ms. Terrie P. Sterling of Zachary was reappointed to the Louisiana Board of Regents. Ms. Sterling is the CEO of Terrie Sterling LLC. She will serve at-large.
Board of Supervisors of Southern University and Agricultural and Mechanical College
The Board of Supervisors of Southern University and Agricultural and Mechanical College is vested with the responsibility for the management and supervision of the institutions of higher education, statewide agricultural programs and other programs which comprise the Southern University System.
Ms. Zazell V. Dudley of Shreveport was appointed to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Ms. Dudley is the director of economic development for the Caddo-Bossier Parish Port Commission. She will represent the 4th congressional district.
Ms. Maple L. Gaines of New Orleans was appointed to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Ms. Gaines is retired from the Louisiana Fourth Circuit Court of Appeal. She will represent the 2nd congressional district.
Mr. Paul P. Matthews of Metairie was appointed to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Mr. Matthews is CEO of the Port of South Louisiana. He will represent the 1st congressional district.
Ms. Christy O. Reeves of Baton Rouge was reappointed to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Ms. Reeves is vice president of community and governmental relations with Ochsner. She will serve at-large.
Ms. Ann A. Smith of Kentwood was reappointed to the Board of Supervisors of Southern University and Agricultural and Mechanical College. Ms. Smith is board chair and a retired educator and administrator from Tangipahoa Parish. She will represent the 5th congressional district.
Board of Supervisors for the University of Louisiana System
The Board is responsible for supervising and managing state colleges and universities that are not managed by a higher education board created specifically for such a purpose. The following universities are under the specific supervision and management of the board: Grambling State University, Louisiana Tech University, McNeese State University, Nicholls State University, Northwestern State University, Southeastern Louisiana University, University of Louisiana at Lafayette, University of Louisiana at Monroe and University of New Orleans.
Ms. Lola W. Dunahoe of Natchitoches was reappointed to the Board of Supervisors for the University of Louisiana System. Ms. Dunahoe is a retired teacher. She will serve at-large.
Mr. Alejandro “Al” Perkins of Prairieville was reappointed to the Board of Supervisors for the University of Louisiana System. Mr. Perkins is a partner with Hammonds, Sills, Adkins & Guice law firm and an adjunct professor with Southern University Law Center. He will represent the 6th congressional district.
Ms. Elizabeth G. Pierre of Monroe was reappointed to the Board of Supervisors for the University of Louisiana System. Ms. Pierre is chair and the senior vice president of legal and research for the North Louisiana Economic Partnership. She will represented the 5th congressional district.
Ms. Julie S. Stokes of Metairie was reappointed to the Board of Supervisors for the University of Louisiana System. Ms. Stokes is vice president and CFO of Stokes & Associates. She will represent the 1st congressional district.
Wildlife and Fisheries Commission
The Louisiana Wildlife and Fisheries Commission serves to protect, conserve and replenish the natural resources and wildlife of the state.
Kenneth “Andy” Brister of Lake Providence was appointed to the Wildlife and Fisheries Commission. Mr. Brister is an attorney and owner of Brister Law Firm, APLC. He will serve at-large.
