Baton Rouge - Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.

Gov. Edwards announced appointments to the following boards and commissions:

Lake Charles Harbor and Terminal District Board of Commissioners
The Lake Charles Harbor and Terminal District Board of Commissioners serves to regulate the commerce and traffic of the harbor and terminal district.

Elcie J. Guillory, of Lake Charles, was reappointed to the Lake Charles Harbor and Terminal District Board of Commissioners. Mr. Guillory served as a state representative from Louisiana’s 34th district from 1993 to 2008. As required by statute, he was nominated jointly by the state legislators who represent any part of the district.

Daryl V. Burckel, of Lake Charles, was reappointed to the Lake Charles Harbor and Terminal District Board of Commissioners. Mr. Burckel is a professor of accounting at McNeese State University. As required by statute, he was nominated jointly by the state legislators who represent any part of the district.

Davidson J. “David” Darbone, of Lake Charles, was appointed to the Lake Charles Harbor and Terminal District Board of Commissioners. Mr. Darbone is the executive director of facilities for Sowela Technical Community College. As required by statute, he was nominated jointly by the state legislators who represent any part of the district.

 

Louisiana Educational Television Authority
The Louisiana Educational Television Authority serves to promote the use of educational television and technology in the state of Louisiana to further the education and cultural enrichments of its citizens.

Eartha C. Cross, of Hammond, was appointed to the Louisiana Educational Television Authority. Ms. Cross is a retired teacher for the Tangipahoa Parish School System and will serve as a representative of the 1st Congressional District.

Deano B. Thornton, of Winnfield, was reappointed to the Louisiana Educational Television Authority. Mr. Thornton is the CEO of Winn Community Health Center. He is also a former mayor of the City of Winnfield. He will serve as a representative of the 5th Congressional District.

Lee B. “Tee” Wheeler, of Independence, was appointed to the Louisiana Educational Television Authority. Mr. Wheeler is a teacher with the Tangipahoa Parish School System and will serve as an at-large member.

 

Clinical Laboratory Personnel Committee
The Clinical Laboratory Personnel Committee serves to make recommendations to the Louisiana State Board of Medical Examiners regarding rules and regulations for the appropriate training and competency of clinical laboratory personnel who are engaged in the practice of clinical laboratory science in a clinical laboratory operated by a physician licensed by the board exclusively in connection with the diagnosis and treatment of his own patients.

Ashley F. Ware, of Oakdale, was appointed to the Clinical Laboratory Personnel Committee. Ms. Ware is a medical technologist with Oakdale Community Hospital. She will serve as a laboratory assistant on the committee.

 

Louisiana State Uniform Construction Code Council
The primary function of the council is to review and adopt the state uniform construction code, provide training and education of code officials, and accept all requests for amendments of the code, except the Louisiana State Plumbing Code. Specifically, the council establishes the requirements and process for the certification and continuing education of code enforcement officers, code enforcement inspectors, third party providers and building officials and determines whether amendments to the state uniform construction code are justified.

Jacquelyn M. Dadakis, of New Orleans, was appointed to the Louisiana State Uniform Construction Code Council. Ms. Dadakis is the chief operating officer of Green Coast Enterprises.

Jonathan K. “Jake” Causey, of Walker, was appointed to the Louisiana State Uniform Construction Code Council. Mr. Causey is a senior water quality and treatment engineer with Corona Environmental Consulting.

Gerald D. “Jerry” Hebert II, of Baton Rouge, was reappointed to the Louisiana State Uniform Construction Code Council. Mr. Hebert is an architect and the president of GraceHebert Architects, APAC.

 

Health Education Authority of Louisiana
The Health Education Authority of Louisiana (HEAL) is an independent bonding authority formed to promote medical and/or health education activities of various public and private organizations in Louisiana.

Sandra L. Robinson, M.D., of New Orleans, was appointed to the Health Education Authority of Louisiana. Dr. Robinson is a pediatrician with the Daughters of Charity. She is the former interim director and deputy director of the New Orleans Department of Health. Additionally, Dr. Robinson served as secretary of the Louisiana Department of Health from 1984-1988. She will serve as an at-large member on the board.

 

Louisiana State Board of Dentistry
The mission of the Louisiana State Board of Dentistry is to protect the public by regulating the professions of dentistry and dental hygiene in Louisiana in accordance with the Dental Practice Act.

Donald P. Bennett, D.D.S., of New Orleans, was appointed to the Louisiana State Board of Dentistry. Dr. Bennett is a dentist and the owner of Donald P. Bennett, D.D.S. As required by statute, he was nominated by and will serve as a representative for the 5th Electoral Division of the Louisiana State Board of Dentistry.

 

State Licensing Board for Contractors
The purpose of the State Licensing Board for Contractors is the protection of the health, safety, and general welfare of Louisiana citizens dealing with persons engaged in the contracting vocation and affording citizens an effective and practical protection against incompetent, inexperienced, unlawful, and fraudulent acts of contractors with whom they contract. The Board also monitors construction projects to ensure compliance with the statutory and regulatory licensure requirements.

Jaclyn S. Hotard, of LaPlace, was appointed to the State Licensing Board for Contractors. Ms. Hotard is the finance chairman for the St. John the Baptist Parish Council and a former teacher at Riverside Academy. She will serve as the representative of the 2nd Congressional District and an at-large member on the board.

 

Capital Area Groundwater Conservation District
The mission of the Capital Area Ground Water Conservation District is to provide for the efficient administration, conservation, orderly development, and supplementation of groundwater resources in the parishes of East Baton Rouge, East Feliciana, Pointe Coupee, West Baton Rouge and West Feliciana. The board develops, promotes, and implements management strategies to provide for the conservation, preservation, protection, recharging and prevention of waste of the groundwater resources over which it has jurisdictional authority.

David W. Kozan, P.E., of Baton Rouge, was appointed to the Capital Area Groundwater Conservation District. Mr. Kozan is a professional engineer and project manager with Owen and White, Inc. As required by statute, he was nominated by and will serve as a representative of municipal users in the district.

William B. Daniel IV, of Baton Rouge, was appointed to the Capital Area Groundwater Conservation District. Mr. Daniel is the chief administrative officer for the City of Baton Rouge/Parish of East Baton Rouge. As required by statute, he was nominated by the Metropolitan Council and will serve as a representative of East Baton Rouge Parish.

 

Bayou Lafourche Fresh Water District
The Bayou Lafourche Fresh Water District provides a source of fresh water from the Mississippi River into Bayou Lafourche primarily for drinking water purposes. The board maintains the Bayou Lafourche waterway to clear any obstructions that may restrict the flow of water.

Ray C. Mayet, of Larose, was reappointed to the Bayou Lafourche Fresh Water District. Mr. Mayet is an engineer with J. Wayne Plaisance, Inc., and will serve as a representative of Lafourche Parish. As required by statute, he was nominated by a legislator representing Lafourche Parish.

Francis C. Richard, of Thibodaux, was reappointed to the Bayou Lafourche Fresh Water District. Mr. Richard is a retired factory manager with John Deere Thibodaux and will serve as a representative of Lafourche Parish. As required by statute, he was nominated by a legislator representing Lafourche Parish.

 

Louisiana Emergency Response Network Board
The Louisiana Emergency Response Network Board serves to defend the public health, safety and welfare by protecting the people of the State of Louisiana against unnecessary deaths and morbidity due to trauma and time-sensitive illness.

Carl “Jack” Varnado Jr., of Livingston, was reappointed to the Louisiana Emergency Response Network Board. Mr. Varnado is a captain with the Livingston Parish Sheriff’s Office. As required by statute, he was nominated by and will serve as a representative of the National Emergency Number Association.

 

Louisiana Wildlife and Fisheries Commission
The Louisiana Wildlife and Fisheries Commission serves to protect, conserve and replenish the natural resources and wildlife of the state.

William D. “Bill” Hogan, of Ruston, was reappointed to the Louisiana Wildlife and Fisheries Commission. Mr. Hogan is the President and CEO of Bank of Ruston and will continue to serve as an at-large member of the Commission.

 

Louisiana Physical Therapy Board
The Louisiana Physical Therapy Board licenses and regulates physical therapists and physical therapist assistants who wish to work in Louisiana. The Board is mandated to interpret the scope of practice for physical therapy, write regulations and discipline licensees who have violated the law.

Julie Ann D. Harris, DPT, of Greenwood, was appointed to the Louisiana Physical Therapy Board. Dr. Harris is a physical therapist with Louisiana State University Health Science Center Shreveport. As required by statute, she was nominated by the Louisiana Physical Therapy Association.
