Baton Rouge - Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.

Gov. Edwards announced appointments to the following boards and commissions:

Louisiana Highway Safety Commission
The Louisiana Highway Safety Commission is responsible for developing and administering the state's traffic safety program by cooperating with the federal government and other entities for the purpose of highway safety; preparing highway safety plans; studying, evaluating and preparing statistics regarding motor vehicle crashes, injuries, and deaths; and obtaining federal funds for use within the state for highway safety purposes.

Charles W. “Wally” McMakin, of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Mr. McMakin is a partner for Altus Wealth Management, LLC. He will serve as an at-large member on the commission.

Andy N. Brown, of Jonesboro, was appointed to the Louisiana Highway Safety Commission. Sheriff Brown is the sheriff for the Jackson Parish Sheriff’s Department. He will represent the 5th Congressional District.

John C. Snow, of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Mr. Snow is the vice president and a partner of Emergent Method in Baton Rouge. He will serve as an at-large member on the commission.

James J. “Jimmy” Pohlmann, of Chalmette, was appointed to the Louisiana Highway Safety Commission.Sheriff Pohlmann is the sheriff for the St. Bernard Sheriff’s Office. He will represent the 1st Congressional District.

Fabian P. Blache Jr., of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Mr. Blache is the executive director of the Louisiana Association of Chiefs of Police. He will serve as an at-large member on the commission.

Cheri M. Ausberry, of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Ms. Ausberry works for Our Lady of the Lake Regional Medical Center. She will serve as an at-large member on the commission.

Michael P. Kazerooni Sr., of Kentwood, was appointed to the Louisiana Highway Safety Commission. Mr. Kazerooni is the police chief for the Town of Kentwood. He will serve as an at-large member on the commission.

Christopher J. Tyson, of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Mr. Tyson is a law professor at the LSU Law Center. He will serve as an at-large member on the commission.

Karleen J. Green, of Baton Rouge, was appointed to the Louisiana Highway Safety Commission. Ms. Green is a partner and attorney with Phelps Dunbar. She will serve as an at-large member on the commission.

James C. “Carl” Pendley, of Shreveport, was reappointed to the Louisiana Highway Safety Commission. Mr. Pendley is the director of communications for the O’Brien Energy Company. He will serve as the representative of the 4th Congressional District on the commission.

Jason M. Hughes, of New Orleans, was appointed to the Louisiana Highway Safety Commission. Mr. Hughes is the vice president of global partnerships at ADC Exchange. He will serve as the representative of the 2nd Congressional District on the commission.

Dennis C. Pevey, of Ponchatoula, was appointed to the Louisiana Highway Safety Commission. Mr. Pevey is the chief deputy of the Tangipahoa Parish Sheriff’s Department. He will serve as an at-large member of the commission.

 

Louisiana Naval War Memorial Commission
The Louisiana Naval War Memorial Commission, created within the Department of Culture, Recreation, and Tourism, has control over the destroyer USS KIDD and other property acquired for use as a permanent public Naval and Marine Corps Memorial.

Lane E. Drake, of Walker, was appointed to the Louisiana Naval War Memorial Commission. Mr. Drake works for the Louisiana Department of Agriculture and Forestry and is a veteran of the United States Navy.

Robert L. Schilling, of Baton Rouge, was appointed to the Louisiana Naval War Memorial Commission. Mr. Schilling is retired and a veteran of the United States Army.

 

Louisiana Educational Television Authority
The Louisiana Educational Television Authority serves to promote the use of educational television and technology in the state of Louisiana to further the education and cultural enrichments of its citizens.

Gwendolyn C. “Gigi” Carter, of New Orleans, was reappointed to the Louisiana Educational Television Authority. She will represent the 2nd Congressional District.

Kathy H. Kleibert, of Thibodaux, was reappointed to the Louisiana Educational Television Authority. Prior to retiring in 2016, Ms. Kleibert served as the Secretary for the Louisiana Department of Health. She will represent the Louisiana Department of Health.

 

Louisiana Emergency Response Commission
The Louisiana Emergency Response Commission (LERC) coordinates and supervises implementation of the federal hazardous materials Emergency Planning and Community Right-To-Know Act within Louisiana. The LERC develops, coordinates, and leads the state emergency management program, enabling effective preparation for, response to, and recovery from emergencies and disasters in order to save lives, reduce human suffering and minimize property loss.

Edward J. Flynn, of Baton Rouge, was reappointed to the Louisiana Emergency Response Commission. Mr. Flynn is the vice president of health and safety for the Louisiana Chemical Association. He will serve the commission as a representative of the chemical industry. Mr. Flynn was nominated by the Louisiana Chemical Association, as required by statute.

 

Law Enforcement Executive Management Institute
The Law Enforcement Executive Management Institute promotes the public peace by establishing training programs for municipal chiefs of police to provide management courses and skills to enhance the safety of the citizens of Louisiana and the enforcement of state laws.

Glenn S. “Scott” Ford, of St. Francisville, was reappointed to the Law Enforcement Executive Management Institute. Chief Ford is the chief of police for the City of St. Francisville. He will continue to serve as a certified municipal chief of police.

James W. Stewart, of Hammond, was appointed to the Law Enforcement Executive Management Institute. Chief Stewart is the chief of police for the City of Hammond. He will serve as a certified municipal chief of police.

Quentin D. Holmes Sr., of Monroe, was appointed to the Law Enforcement Executive Management Institute Governing Board. Chief Holmes is the chief of police for the Monroe Police Department. He will serve as a certified municipal chief of police.

David C. Butler, of Woodworth, was appointed to the Law Enforcement Executive Management Institute Governing Board. Mayor Butler is mayor of the Town of Woodworth. He will serve as a representative of the Louisiana Municipal Association.

 

Ascension-St. James Airport and Transportation AuthorityThe Ascension-St. James Airport and Transportation Authority is a public corporation and is authorized to perform in its corporate capacity all acts necessary and proper for the purpose of acquiring, constructing, maintaining and operating Louisiana Regional Airport.

Doyle M. Philippe, of Gonzales, was reappointed to the Ascension-St. James Airport and Transportation Authority. Mr. Philippe is a retired general contractor and will continue to serve as an at-large representative. As required by statute, Mr. Philippe was nominated by a legislator representing Ascension or St. James Parish.

Charles D. Ketchens, of Vacherie, was appointed to the Ascension-St. James Airport and Transportation Authority. Prior to his retirement, Mr. Ketchens served as a St. James Parish councilman from 2004-2016. He will serve as a representative of St. James Parish. As required by statute, Mr. Ketchens was nominated by a legislator representing St. James Parish.

Richard A. Webre, of Gonzales, was appointed to the Ascension-St. James Airport and Transportation Authority. Mr. Webre is the director of the Ascension Parish Office of Homeland Security and Emergency Preparedness and will serve as a representative of Ascension Parish. As required by statute, he was nominated by a legislator representing Ascension Parish.

Jared P. Amato, of Paulina, was reappointed to the Ascension-St. James Airport and Transportation Authority. Mr. Amato is a branch manager of Foti Financial Services and will serve as a representative of St. James Parish. As required by statute, Mr. Amato was nominated by a legislator representing St. James Parish.

Roger D. Keese, of Gonzales, was reappointed to the Ascension-St. James Airport and Transportation Authority. Mr. Keese is a retired economics specialist for Shell Chemical Company and will serve as a representative of Ascension Parish. As required by statute, he was nominated by a legislator representing Ascension Parish.

George J. Rodeillat, of Donaldsonville, was reappointed to the Ascension-St. James Airport and Transportation Authority Board of Commissioners. Prior to retiring in 2015, Mr. Rodeillat worked for Ascension Parish and will serve as a representative of Ascension Parish. As required by statute, he was nominated by a legislator representing Ascension Parish.

James P. Mitchell Sr., of St. James, was reappointed to the Ascension-St. James Airport and Transportation Authority Board of Commissioners. Mr. Mitchell is the supervisor of operations and maintenance for St. James Parish Schools and will serve as a representative of St. James Parish. As required by statute, he was nominated by a legislator representing St. James Parish.

Calvin Narcisse, of St. James, was reappointed to the Ascension-St. James Airport and Transportation Authority Board of Commissioners. Mr. Narcisse is a maintenance technician with the St. James Parish Government and will serve as an at-large representative on the board. As required by statute, he was nominated by a legislator representing either Ascension or St. James Parish.

 

Pilotage Fee Commission
The Pilotage Fee Commission exists to establish and fix rates and fees charged by commissioned river pilots working on the Mississippi and Calcasieu rivers in the State of Louisiana.

Gregory M. Bowser, of Baton Rouge, was reappointed to the Pilotage Fee Commission. Mr. Bowser is the executive vice-president of the Louisiana Chemical Association and will serve as a representative of industry on the commission.

 

Uniform Electronic Local Return and Remittance Advisory Committee
The Uniform Electronic Local Return and Remittance Advisory Committee serves to provide taxpayers with a simple, efficient, and cost-effective means of transmitting accurate sales and use tax returns and remittances to political subdivisions of the state from a central site in the quickest manner possible.

Donna J. Andries, of Boyce, was reappointed to the Uniform Electronic Local Return and Remittance Advisory Committee. Ms. Andries is the administrator of the Rapides Parish Sales and Use Tax Department. As required by statute, she was nominated by the Louisiana Association of Tax Administrators.

Roy L. Austin, of New Orleans, was reappointed to the Uniform Electronic Local Return and Remittance Advisory Committee. Mr. Austin is an accountant and the Tax Manager, State and Local Tax for Entergy Services, Inc. As required by statute, he was nominated by the Society of Louisiana Certified Public Accountants.

Dannie P. Garrett III, of Baton Rouge, was appointed to the Uniform Electronic Local Return and Remittance Advisory Committee. Mr. Garrett is an attorney and the owner of Dannie P. Garrett, III, Attorney at Law. As required by statute, he was nominated by the Louisiana School Boards Association.

 

Louisiana Life Safety and Property Protection Advisory Board
The Louisiana Life Safety and Property Protection Advisory Board serves to create initial and continuing education requirements for individuals licensed to perform Life Safety and Property Protection contracting.

Jeffrey L. Okun, of New Orleans, was appointed to the Louisiana Life Safety and Property Protection Advisory Board. Mr. Okun is the president of Nuko Security Inc. He will serve as a representative of the Fire Alarm Technical Endorsement.

Donald J. Wilkins Jr., of Hammond, was appointed to the Louisiana Life Safety and Property Protection Advisory Board. Mr. Wilkins is a designer for Facility Automation, Inc. He will serve as a representative of the Security Technical Endorsement.

William “Frank” Gardner, of Haughton, was reappointed to the Louisiana Life Safety and Property Protection Advisory Board. Mr. Gardner is a project manager for Fire Tech Systems, Inc. He will serve as a representative of the Fire Suppression Technical Endorsement.

Joseph F. Dupre, of Iota, was appointed to the Louisiana Life Safety and Property Protection Advisory Board. Mr. Dupre is the director of security services for BlackHawk Datacom. He will serve as a representative of the Security Technical Endorsement.

Bradley C. Boudreaux, of Marrero, was reappointed to the Louisiana Life Safety and Property Protection Advisory Board. Mr. Boudreaux is an operations manager for Siemens Industry in St. Rose. He will serve as a representative of the Fire Alarm Technical Endorsement.

Dera D. Jolet, of Destrehan, was appointed to the Louisiana Life Safety and Property Protection Advisory Board. Ms. Jolet is the chief financial officer for Alarm Monitoring Services, Inc. She will serve as a member from an associate industry to life safety and property protection.

 

Louisiana Sentencing Commission
The Louisiana Sentencing Commission serves to develop felony sentencing guidelines that ensure similarly situated offenders are treated similarly and that the penalties imposed are proportionate to the crime committed. Additionally, an examination of the statues and policies related to sentencing is done to relate those provisions and other laws to the use of correctional programming designed to facilitate offender re-entry.

Laurie A. White, of New Orleans, was reappointed to the Louisiana Sentencing Commission. Judge White is an Orleans Criminal District Court Judge. She will serve as a district judge and Chair of the commission.

James T. “Jay” Dixon, of New Orleans, was reappointed to the Louisiana Sentencing Commission. Mr. Dixon is the State Public Defender and will serve as such on the commission.

Victor E. Jones Jr., of Natchez, was appointed to the Louisiana Sentencing Commission. Sheriff Jones is the Natchitoches Parish sheriff and will serve as a sheriff on the commission.

Fredericka H. “Ricky” Wicker, of Metairie, was appointed to the Louisiana Sentencing Commission. Judge Wicker is a judge for the Louisiana 5th Circuit Court of Appeal and will serve as a court of appeal judge on the commission.

Charles J. Ballay, of Belle Chasse, was reappointed to the Louisiana Sentencing Commission. Mr. Ballay is the district attorney for the 25th Judicial District and will serve as the designee of the President of the Louisiana District Attorney’s Association on the commission.

David Dart, of Ethel, was appointed to the Louisiana Sentencing Commission. Mr. Dart is the president of the Louisiana Clerks of Court Association and will serve as such on the commission.

Michael R. Barnett, of Baton Rouge, was appointed to the Louisiana Sentencing Commission. Mr. Barnett is a deputy with the East Baton Rouge Parish Sheriff’s Department and will serve as the designee of the President of the Louisiana Sheriff's Association on the commission.

 

Louisiana Parks and Recreation Commission
The Louisiana Parks and Recreation Commission promotes the goals and objectives of the Office of State parks, acts in an advisory capacity to the Office, and screens qualified projects for federal grants administered by the Office.

Jason H. Walker, of Baton Rouge, was appointed the Louisiana Parks and Recreation Commission. Mr. Walker is the recreation superintendent for Recreation District #1 and Pelican Park in Mandeville. As required by statute, he was nominated by and will serve as a representative of the Louisiana Recreation and Parks Association.

Brian P. Egana, of New Orleans, was appointed to the Louisiana Parks and Recreation Commission. Mr. Egana is the president of Circular Consulting, LLC, and will serve as an at-large representative on the commission.

Kevin R. Clement, of Thibodaux, was appointed to the Louisiana Parks and Recreation Commission. Mr. Clement is the parks and recreation director for the City of Thibodaux. As required by statute, he was nominated by and will serve as a representative of the Louisiana Recreation and Parks Association.

Theresa Gray-Jacobs, of Grambling, was reappointed to the Louisiana Parks and Recreation Commission. Ms. Gray-Jacobs is the superintendent of therapeutic recreation for the City of Shreveport. As required by statute, she was nominated by and will serve as a representative of the Louisiana Recreation and Parks Association.

 

Louisiana Board of Massage Therapy
The Louisiana Board of Massage Therapy is responsible for the licensure, registration, investigation, and regulation of persons practicing as massage therapists within the state. The board may establish continuing education requirements for massage therapists.

Lisa H. Coker, of Plaquemine, was appointed to the Louisiana Board of Massage Therapy. Ms. Coker is the lead massage therapist and educator for Bumble Lane Spa in Baton Rouge. As required by statute, she was nominated by professional massage therapy and bodywork associations and will serve as a licensed massage therapist on the board.

Jeanne I. “Bunny” Angers, of Lafayette, was appointed to the Louisiana Board of Massage Therapy. Ms. Angers is the associate director of academic affairs for Unitech Training Academy. As required by statute, she was nominated by professional massage therapy and bodywork associations and will serve as a licensed massage therapist on the board.

Dixon W. McMakin, of Baton Rouge, was appointed to the Louisiana Board of Massage Therapy. Mr. McMakin is an associate advisor for Altus Wealth Management. As required by statute, he was nominated by professional massage therapy and bodywork associations and will serve as a lay person on the board.

 

Prison Enterprises Board
The Prison Enterprises Board operates in an advisory capacity to advise the Department of Corrections Secretary and the Administration of Prison Enterprises regarding the management of both the Agricultural and Industrial Programs which are operated by Prison Enterprises at the various state correctional facilities throughout Louisiana.

Richard W. Oliveaux, of Jackson, was appointed to the Prison Enterprises Board. Mr. Oliveaux is the owner and a partner of Roadside Store, LLC.

Eric R. Lane, of Baton Rouge, was reappointed to the Prison Enterprises Board. Mr. Lane is the owner-operator of Gerry Lane Chevy.

 

Addictive Disorder Regulatory Authority Board
The Addictive Disorders Regulatory Authority licenses and regulates addictive disorder counselors and prevention professionals in the State of Louisiana.

Bernadine J. Williams, of Harvey, was reappointed to the Addictive Disorder Regulatory Authority Board. Ms. Williams is a licensed addiction counselor and certified clinical supervisor for Excelth HealthCare. As required by statute, she was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers, Inc., and will continue to serve as a member with significant experience and knowledge in the area of compulsive gambling.

 

Louisiana Citizens Property Insurance Corporation
The Louisiana Citizens Property Insurance Corporation is a nonprofit organization created to provide insurance products for residential and commercial property applicants who are in good faith entitled, but unable, to procure insurance through the voluntary insurance marketplace.

Charles G. “Greg” Erath III, of Newnan, Georgia, was appointed to the Louisiana Citizens Property Insurance Corporation. Mr. Erath is the state government affairs officer for American International Group, Inc. (AIG), where he is responsible for directing the company’s state legislative and regulatory advocacy program in Louisiana, among other states. As required by statute, Mr. Erath was nominated by and will serve as the representative of the American Insurance Association on the board.

 

Children’s Cabinet Advisory Board
The Children’s Cabinet Advisory Board provides information and recommendations from the perspective of advocacy groups, service providers, and parents to the Children’s Cabinet.

Ashley G. Politz, of Baton Rouge, was reappointed to the Children’s Cabinet Advisory Board. Ms. Politz is the executive director of the Louisiana Chapter of the American Academy of Pediatrics and will serve as its representative on the board.
